Positioning.
Nova is the sole Merchant of Record and program operator for the covered card programme. Nova does not provide downstream parties with independent authority to onboard users, hold funds, maintain separate ledgers, or create, fund, or manage cards. Every end user is a Nova user.
Referral partners, UI partners, and embedded interface partners exist as source channels only. They do not hold funds, maintain ledgers, approve users, or create, fund, or manage cards.

Funding and wallet controls.
Where supported and approved, users must register their funding wallet address(es) before funding. Nova performs on-chain transaction analysis (KYT) before releasing funds. Deposits from unregistered senders are quarantined. Rejected deposits are not auto-returned; where permitted after review, returns are made only to the original sending address. Every user must be 18 or older (or the higher minimum required by applicable law or partner requirements) and pass sanctions, PEP, and adverse-media screening.

Entity scope and responsibility split.
Nova operates through Nova Software Infrastructure Limited (U.S. entity) and Nova Software Infrastructure Limited (Hong Kong entity) under an internal responsibility split.
The U.S. entity operates the compliance functions, including stablecoin deposit review, wallet screening, KYT, on-chain monitoring, pending, available, frozen, quarantined, wallet, and ledger-status controls, and related AML controls.
The Hong Kong entity handles the commercial front, customer communications, technical infrastructure, and operational support. The Hong Kong entity does not control private keys, does not approve stablecoin release or refunds, and is not a VASP, VATP, exchange, or custodian.
Card-sensitive-data controls.
Nova does not store full unmasked PAN or CVV in its own database; card details are displayed through an approved hosted page or iframe operated by the issuing partner.

Nova Software Infrastructure Limited is registered with the U.S. Department of the Treasury Financial Crimes Enforcement Network (FinCEN) as a Money Services Business.
